After a few hours, Elon Musk, chairman of the operating company, tweeted that temporary restrictions had been applied to browsing.

A number of users, including CNN reporters, reported that they were unable to load posts on Twitter and received error messages about exceeding the limit. Twitter over-limits and outages were top stories across the United States.

According to Down Detector, an Internet outage information site, reports spiked in the morning and exceeded 7,400 by noon.

Musk announced on Twitter that he had placed temporary restrictions to address extreme “scraping” (data collection and extraction) and system manipulation, saying he would limit the number of tweets viewed per day to 6,000 for authenticated accounts, 600 for unauthenticated accounts, and 300 for new, unauthenticated accounts The company then announced that the limit would be 8,000 tweets per day for verified accounts.

It then posted that the limit would soon be raised to 8,000 for authenticated accounts, 800 for unauthenticated accounts, and 400 for unauthenticated new accounts.

On June 30, Twitter also made it impossible to view public tweets without logging in. It was unclear whether this was an intentional policy change or a glitch.

CNN reached out to Twitter for comment, but received only a “poop emoji” in return.

Another major glitch occurred in March, reported by more than 8,000 users.
